Leading and Serving Her Community
Barbara’s leadership in our community goes back many years. She sat on
the Steering Committee for the first effort to incorporate Laguna Hills. She
was president of the Saddleback Valley Business and Professional Women;
on the Executive Board of SMART Foundation to provide musical instruments
to local school children; was a director of the Mission Hospital Foundation and
chair of the Foundation Board Emeritus, and has moderated numerous forums
on candidates and issues. She has spoken at women’s conferences and on
radio and TV on local issues including business and education. Barbara has
worked tirelessly to educate and support women running for office.
Contributing to her community is a family affair for Barbara. She is married to
“Col. Bill” Kogerman (Lt. Col., USMC, Ret.), who successfully led the anti-El Toro-airport campaigns. Bill is now a California State Parks and Recreation Commissioner working to save our state parks, and a Director of the Orange County Great Park Corporation, focusing on building an Aviation and Heritage Museum. Barbara has been instrumental in all these endeavors. In addition, Barbara’s daughter Elizabeth is a gifted singer who volunteers her talents to raise money for the Wounded Veterans Fund and Families of Wounded Veterans.

An Advocate for Business
Barbara has served as both President and CEO of the South Orange County Chambers of Commerce, growing membership during her term to 1200 members representing over 20,000 employees, and founded the Laguna Hills Chamber of Commerce. As a member of the Executive Committee of “No on A,” she was featured in radio and print ads throughout Southern California and in radio, TV and live debates to defeat the “No Growth” initiative. She founded the “Roads First” coalition of Chambers of Commerce, Realtors and homeowners associations to improve traffic conditions in south Orange County. As a financial consultant for a New York Stock Exchange Member Firm, she managed over $25 million in assets. She has also held the Life and Disability Insurance License and was a Licensed Realtor.
Her Strong Support for Education
Before entering the business world, Barbara taught English and headed the English Department at prestigious Troy High School in Fullerton. While there she sponsored the school newspaper, earned a certification in School Administration, and chaired the school’s accreditation team, a role she repeated as parent representative for the Orange County High School of the Arts during their most recent accreditation process. She supported our schools through her work with the Chamber of Commerce and was a volunteer spokesperson for the SVUSD during a financial crisis, representing the district on “Politically Speaking” on KOCE television.
An Advocate for Humane Animal Services
Barbara supports vigorously exploring a humane solution to the deplorable
animal shelter situation in Laguna Hills. She is actively involved with an ad hoc
committee developing a comprehensive program that will address the entire
county’s critical need for an equestrian hospital, improved pet rescue, and
other essential animal services. A member of the South County Animal
Shelter Coalition, she has demonstrated her love for animals by adopting
two “shelter” dogs, Tawny and Spirit.
Honored for Her Service
In honor of her outstanding community leadership, Barbara has been named both Saddleback Valley Woman of the Year by Business and Professional Women-USA and Saddleback Valley Business Woman of the Year by the Saddleback Valley News.
Barbara is a woman who has always embraced causes she believes best serve her community. She has a record of success and is clearly qualified to provide Laguna Hills residents much-needed leadership and fresh ideas.
